🗺️ Provincial Implementation Details

While the policy applies nationwide, some provinces may have specific implementation details:

Ontario

Ontario receives the most international students. Under new rules, Master’s/PhD applicants won’t need PAL through Ontario’s International Student Stream. Other provincial requirements like health insurance still apply.

British Columbia

BC institutions will directly confirm Master’s/PhD admission status with IRCC, bypassing provincial PAL process. Applicants must still meet other BC requirements.

Quebec

Quebec has its own immigration system. Master’s/PhD applicants still need Quebec Acceptance Certificate (CAQ) but are exempt from PAL requirement. CAQ process remains unchanged.

Alberta & Other Provinces

All provinces follow federal policy for Master’s/PhD PAL exemption. Applicants should confirm specific requirements with their institution’s international student office.

⚠️ Important Reminder: While PAL requirement is waived, provinces may have other specific requirements for international students such as health insurance, accommodation proof, etc. Always check the latest provincial requirements before applying.

❓ Frequently Asked Questions (FAQ)

1. Which programs qualify for PAL exemption?

Only Master’s and Doctoral degree programs qualify. Graduate diplomas, graduate certificates, undergraduate programs, and college diplomas do NOT qualify and still require PAL through standard process.

2. How are pre-2026 applications handled?

Applications submitted before January 1, 2026 follow old rules requiring PAL. If your application is in process, contact IRCC about possible transition to new rules. New applications from January 1, 2026 automatically follow new policy.

3. Do hybrid programs qualify?

If it’s a formal Master’s/PhD program at a DLI with required in-person components, it generally qualifies. Fully online programs may not meet study permit requirements – confirm with your institution.

4. Are spouse work permits affected?

PAL exemption doesn’t affect spouse work permits or child education policies. Spouses of Master’s/PhD students remain eligible for open work permits, children can attend local schools – policies unchanged.

5. Are financial requirements changed?

Financial proof requirements remain unchanged. Applicants must show sufficient funds for first year tuition and living expenses (typically CAD $25,000+). Some provinces/institutions may require more.

6. How much earlier can I apply?

Eliminating PAL process saves 4-8 weeks. Apply as soon as you receive Letter of Acceptance, ideally 3-4 months before program start date.

7. Is Post-Graduation Work Permit (PGWP) affected?

PGWP eligibility is unaffected. Graduates of eligible Master’s/PhD programs can still apply for up to 3-year PGWP under existing criteria.

8. If I already have PAL, should I include it?

You may include it if you already have PAL, but it’s not required. For Master’s/PhD applications from January 1, 2026, system automatically waives PAL requirement.

9. Does policy apply to all Canadian institutions?

Policy applies to Master’s/PhD programs at all Designated Learning Institutions (DLIs). Verify your school’s DLI status on IRCC website.

10. How do I confirm my application qualifies?

When you select “Master’s” or “PhD” as program level in online application, system automatically skips PAL upload. Contact IRCC Client Support if you encounter issues.
