🍁 Canada Immigration Special: Northwest Territories Opens Employer-Driven & Francophone Streams for 2026
The Northwest Territories Nominee Program (NTNP) officially reopened its Employer-Driven Stream and Francophone Stream on March 9, 2026, at 9:00 a.m. MST. Following public consultations in Fall 2025, the territory has introduced an Expression of Interest (EOI) system for the Employer-Driven Stream to improve transparency and better align with labour market needs. IRCC has allocated 197 nominations for the NWT in 2026—the same number the territory held at the end of 2025 post-increase. This allocation reflects a dramatic reversal from the 50% federal cut earlier in 2025, following intensive advocacy by the territorial government.
Historical Context: The 2025 Quota Reversal
2024: NWT used its full 300 nominations for the first time ever, with demand exceeding supply.
January 2025: IRCC cut NWT’s allocation by 50% to 150, sparking outrage from employers and the territorial government.
August 2025: Following advocacy, IRCC partially restored allocation to 197.
October 2025: Federal government fully restored allocation to 300 after Minister Caitlin Cleveland’s successful advocacy.
2026: IRCC grants 197 nominations—matching the post-increase level from 2025.
The territorial government has publicly committed to “push the federal government for more spaces and to ensure federal immigration programs reflect northern realities.”
NTNP Streams for 2026
👔 Employer-Driven Stream EOI System
For employers to hire and nominate foreign nationals when no Canadian worker is available. Requires a valid work permit and a full-time, permanent job offer.
Includes: Skilled Worker, Entry Level/Semi-Skilled, NWT Express Entry.
🇫🇷 Francophone Stream First-Come, First-Served
For bilingual (French/English) candidates with a valid job offer from an NWT employer. No work permit required at time of application—can be used for international recruitment.
💼 Business Stream
For candidates who want to start, purchase, or invest in a business in the NWT. Operates on a first-come, first-served basis.
How the New EOI System Works (Employer-Driven Stream)
The Employer-Driven Stream now uses a two-step EOI process designed to manage demand and select the most qualified candidates. This system brings the NWT in line with provinces like Ontario and British Columbia.
Step 1: Employer Registration
The employer registers and creates an online account, selecting the relevant Employer-Driven Stream category (Skilled Worker, Entry Level/Semi-Skilled, or NWT Express Entry).
Step 2: Candidate Submits EOI
The foreign national completes an EOI survey, generating a profile that enters the candidate pool. Profiles are scored based on the points grid below.
Step 3: Scoring & Ranking
Candidates are assigned points. Profiles are ranked by score, and the highest-scoring receive Invitations to Apply (ITAs) in scheduled draws.
Step 4: Application Submission
Only invited employers may submit a full nomination application. Applications are assessed in order of work permit expiry date. Information about selected candidates and score ranges will be published after each draw.
Complete EOI Points Grid (Maximum 845 points)
The NWT government has published a detailed points breakdown to ensure transparency. The highest weighted factor is connections to the NWT labour market, reflecting the territory’s focus on addressing local workforce shortages.
| Category | Maximum Points | Details |
|---|---|---|
| Connections to NWT Labour Market | 340 | Type of job offer, previous NWT work experience, family in territory, community ties |
| Adaptability to NWT | 130 | Prior northern Canadian experience, adaptability factors, settlement resources |
| Language Skills | 125 | English/French proficiency (CLB levels) |
| Work Experience | 100 | Years of experience, relevance to NWT labour market needs |
| Education | 100 | Level of education, Canadian credential recognition |
| Age | 50 | Younger applicants receive higher points (25-49 optimal range) |
Within five days of submitting their EOI, candidates receive confirmation of their points allotment, allowing them to compare and know exactly where they stand.
First EOI Draw: March 25, 2026
Up to 65 eligible candidates will be selected and invited to apply. Information on selected candidates and score ranges will be published online after each draw.
Assessment priority: Applications will be assessed in order of work permit expiry date. The exact number of additional draws in 2026 has not yet been confirmed.

MLA Testart: “People want to see what this is all about. Will the Minister publish very clear guidance about how the points system will work?”
Minister Cleveland: “On immigratenwt.ca, there is an employer-driven stream expression of interest points grid that’s currently available… Within five days of them submitting their application they would get something that would confirm how many points that they were allotted so that they could compare and know exactly where they were at.”
The Minister further committed to publishing score ranges and selected candidate information after each draw to ensure transparency.
