The financial requirements are specific: you’re looking at a minimum CAD 300,000 investment if you are settling in Regina or Saskatoon. However, there is a slight discount for those willing to branch out—only CAD 200,000 is required if you choose to invest in other parts of the province. The catch, as with most immigration programs now, is that you can’t just write a check and leave. You must actively manage the business for at least one year, and you are required to create jobs for Canadian citizens or permanent residents. It’s a lot of work, but for someone who wants to be hands-on, it feels like a solid pathway. I know a guy in Moose Jaw who did this last year; he opened a small logistics consultancy, and the process was rigorous but manageable as long as you kept perfect records.
Quebec is a different beast entirely. It’s been my understanding that while Quebec Business Programs do exist, the bar has been raised significantly. They still have the Self-Employed Workers Program and the Investor Program, but let’s be real: this is high-stakes immigration. For the Investor Program, we are talking about a massive investment of CAD 2 million or more. It’s not just the money, though; Quebec has become much more selective in recent years regarding language proficiency and integration plans. It’s not just about having the funds; you have to demonstrate a genuine ability to contribute to their unique cultural and economic landscape. It feels like they are curating their applicants more carefully than ever before.
Despite these hurdles, both provinces ultimately offer a clear pathway to Permanent Residency and, eventually, Canadian citizenship. The end goal is the same, but the journey varies wildly in cost and effort. Saskatchewan feels more accessible for mid-tier investors who want to work, while Quebec is reserved for high-net-worth individuals or those with very specific self-employed skills.
