🚨 Banned Occupations (Effective for applications after June 13, 2026)

Workers in the following 12 occupation groups are entirely barred from all Skills Immigration pathways, regardless of individual qualifications or job offers:

  • Administrative Officers and Assistants (NOC 12100 to 13112): Includes office administrators, executive assistants, and clerical supervisors. BC assessed these roles as lacking critical labor shortages.
  • Retail Sales Supervisors (NOC 62010): Affects store and department managers across the retail sector.
  • Food Service Supervisors (NOC 62020): Restaurant managers and food service coordinators are excluded—a major blow to a historically high-volume immigration sector.
  • Real Estate Agents and Salespersons (NOC 63101): Removed amid housing market scrutiny and policy concerns.
  • Religious Leaders and Workers (NOC 41302 and 42204): Clergy and religious teachers are restricted, aligning provincial rules with broader federal economic immigration limits.

Eligible Work Experience Restructured

Unpaid doctoral research and coursework now count toward work experience requirements, provided the applicant earned a PhD from a public Canadian university. Conversely, work experience accumulated while holding a study permit is now rejected, closing a major loophole. The only exception is qualifying paid co-op placements.

Expanded Flexibility for School Teachers

Elementary school teachers (NOC 41221) and secondary school teachers (NOC 41220) can now qualify with job offers of at least one year that have at least 120 days remaining at the time of application. To prevent wage inflation through reduced hours, their hourly wages will be strictly calculated using the annual salary divided by 52 weeks, and then by 30 hours per week.

Ineligibility and Point System Adjustments

  • Federal Ground Alignments: Applicants who are inadmissible to Canada on security, criminality, or human rights grounds are now explicitly ineligible at the provincial stage.
  • TEER 0 Experience Flexibilities: TEER 0 job offers can now receive points for related TEER 1 work experience, benefiting executives and senior managers.
  • Credential Devaluation: Early Childhood Educator Assistant certificates no longer qualify for Professional Designation points.
  • Anti-Inflation Rules: Applications will be refused if BC PNP suspects wages were artificially inflated to manipulate registration scores or meet invitation cut-offs.
  • Immigration Consultant Prohibitions: Employers providing immigration advice/services are banned from supporting BC PNP applications, subject to limited exceptions.
