Important Update: Immigration, Refugees and Citizenship Canada (IRCC) has announced that the Francophone Minority Communities Student Pilot (FMCSP) application cap will increase to 2,970 spaces, up from 2,300 in 2024—a 29% increase of 670 additional spaces. The Francophone Minority Communities Student Pilot (FMCSP) is a special immigration pathway established by IRCC to increase the francophone population outside Quebec. 2. Letter of Acceptance Requirements

Must have a letter of acceptance that meets all of the following conditions:

  • From a Designated Learning Institution (DLI) that has signed a Memorandum of Understanding (MOU) with IRCC to participate in the FMCSP
  • Clearly states the student is applying under the FMCSP
  • Confirms enrollment in a postsecondary program taught primarily in French (more than 50% of courses in French)
  • Full-time program lasting at least two years
  • Leads to a diploma or degree upon completion

3. French Language Proficiency Proof

Must provide test results from an approved French testing organization showing a minimum score of NCLC level 5 in all four abilities:

  • Speaking – NCLC level 5
  • Listening – NCLC level 5
  • Reading – NCLC level 5
  • Writing – NCLC level 5

4. Proof of Funds Requirements

Must demonstrate sufficient available funds (in addition to first-year tuition and travel costs) equal to at least 75% of the Low-Income Cut-Off (LICO) for the municipality where the DLI’s main campus is located.

5. Pre-Entry Application Requirement

Must submit the study permit application before entering Canada.

6. Admissibility Requirements

Neither the applicant nor their family members may be inadmissible to Canada for any reason.

To accompany an eligible principal applicant under the FMCSP program, immediate family members must:

    • A work permit application as a family member of the principal applicant
