⚠️ On January 15, 2026, IRCC announced a freeze on the PGWP eligible program list — approximately 1,107 CIP codes will remain unchanged for the entire year, with no additions or removals. This means: if you applied for a study permit after November 1, 2024, your PGWP length will be strictly tied to your program’s eligibility.

1. 2026 PGWP New Regulations Explained

PGWP policy underwent major changes in 2025 — 119 CIP codes added in January, 178 removed in July. Entering 2026, IRCC announced a “freeze” on the eligible program list to provide certainty for international students, while also amplifying the anxiety of “wrong program = shorter PGWP.”

1.1 Who Is Affected?

  • Affected: Students who applied for a study permit after November 1, 2024 (both College and University);
  • Not affected: Students who applied before November 1, 2024 (grandfathered under old policy);

  • Education (focus on Early Childhood Education)

3. “Workaround” Strategies for Non-Eligible Programs

3.1 Strategy 1: Add a Second Degree

Add a minor or second degree in an eligible field (e.g., Computer Science minor). Extend your studies and apply for PGWP under the eligible degree.

3.2 Strategy 2: Transfer Schools

Transfer to another college or university with an eligible program. Some credits may be transferable.

3.3 Strategy 3: Post-Graduate Certificate

After graduation, complete a 1-year post-graduate certificate in an eligible field, then apply for PGWP based on that certificate.

3.4 Strategy 4: Go Through PNP — Bypass PGWP Altogether
